Broome Community College (BCC) and Tompkins/Cortland Community College (TC3) host Russian and Ukrainian visitors from the "Community Connections" program through the US State Department. They also host visitors from a second program called "Community Partnership Program" through US AID. Russian and Ukrainian visitors spend 4 to 6 weeks in the Southern Tier.

The SBDC at Binghamton often serves as host for these visitors for a day or two to acquaint them with US business practices and a crash course in free enterprise.
